Foreigners will be granted an eight-day visa on arrival at Vladivostok, Prime Minister Dmitry Medvedev has announced.

Russia is planning to introduce a simplified visa regime in the eastern port of Vladivostok, which will allow foreigners arriving there to stay for eight days without preparing a visa in advance.
The scheme was announced by Prime Minister Dmitry Medvedev, though it wasn’t clear when the regime would be implemented. “We will introduce a simplified visa regime at the port in Vladivostok, providing foreigners with an eight-day visa at the border,” Mr. Medvedev told TASS. “At the same time, border checkpoints will have to work around the clock.”
The prime minister added that Customs at the port would operate in a “single window”, and that imported equipment would be exempt from the payment of import duty and value added tax.
The government will also look to provide “special working conditions” for educational and medical organizations in the city, as well as a number of industries like fishing, Mr. Medvedev said. The measures will open access to these organizations for foreign companies, the prime minister explained.
The free port of Vladivostok will encompass 13 municipalities in total, TASS reported. These include most of Vladivostok and Zarubino ports, as well as Vladivostok International Airport. The plan also calls for an international transport corridor to be built connecting the province of Primorye with China and other neighboring countries.
According to Mr. Medvedev, Vladivostok residents will be provided with a number of fiscal benefits, including a reduced rate of income tax, and exemption from property and land tax for five years.
