So basically this is a ballot box being delivered to the counting center. The woman cuts the seal holding the box closed, then reaches in and pulls out the ballots ... which are neatly stacked, something impossible to achieve when ballots and inserted into a ballot box one at a time through the slot in the top! - Mike Rivero
